GLOLMCOhio Labor Management Cooperation Program

The Ohio Labor Management Cooperation Program, Ohio Department of Development enhances the relationship between labor and management through work-site training programs, regular meetings, workshops and conferences. It creates a stable and positive work environment by nurturing cooperative labor management relationships and by dispelling negative labor images.

Since 1986, the State of Ohio, through the Ohio Department of Development, has invested significant time and money in the promotion and implementation of labor-management cooperation concepts. This investment has produced a system of five Centers for Labor Management Cooperation and ten Area Labor Management Committees (ALMCs). This structure allows programs and training to be tailored to organizations specific needs, which differ from one region of Ohio to another. OLMCP has been an effective economic development tool by anchoring existing industry more firmly in local communities, retaining and expanding the pool of well-paying white and blue collar jobs, and improving labor-management climate to make relocation to Ohio even more attractive.

  • Assisted in improving labor management cooperation in more than 700 manufacturing companies, service organizations, schools, healthcare organizations and local government agencies. 
  • Charged in-plant training fees less than half those charged by major consulting firms. 
  • Reached out to more than 100,000 employees helping make their employment base more secure and competitive. 
  • Trained 12,000 individuals from 2,000 companies with more than 200,000 employees through public workshops at a cost of about one-third the fees charged by other training organizations.

The State of Ohio invests about $1 million annually in Centers and ALMCs through grants that are leveraged by locally raised funds. In return, training and consulting services worth over $5 million are provided to local companies each year.
